If you're going to stay in Port of Spain, this neighborhood is relatively peaceful, near the Presidential Palace and park, botanical gardens and zoo. Wicker-furnished rooms are modest but pleasant (ask for a park view) and the service cheerful. While the pool is nothing to write home about, the hotel's restaurants are excellent: downstairs, try callaloo or fried flying fish at the Caribbean-style Cafe Savanna; upstairs, to a sweeping view, dine Polynesian/Chinese in the somewhat corny but elegant Tiki Village.
